上海国际招标有限公司受无锡地铁集团有限公司的委托，作为征集代理，就无锡地铁6号线工程贡湖湿地公园车辆段TOD一体化城市设计组织开展国际方案征集活动，欢迎有兴趣参与应征的申请人参加本次征集活动。本次征集将通过公开资格预审的方式从所有申请人中择优选取3名应征人参加征集。

2022年4月，无锡市政府办公室印发《关于推进轨道交通场站及周边土地综合开发的实施意见》（锡政办发〔2022〕44号），提出围绕轨道交通沿线土地合理利用、公共交通为导向（TOD）的城市发展理念，促进土地资源的集约利用、城市功能结构的优化提升和轨道交通的可持续发展，打造“站城一体化”现代社区，高水平建设“轨道上的无锡”。在此背景下，无锡地铁集团有限公司开展无锡地铁6号线贡湖湿地公园车辆段TOD一体化城市设计国际方案征集工作。
In April 2022,Wuxi Municipal Government Office issued the"Implementation Opinions on Promoting the Comprehensive Development of Rail Transit Stations and Surrounding Land",proposing the urban development concept of rational land use and public transportation oriented(TOD)along the rail transit line,promoting the intensive use of land resources,optimizing and improving urban functional structure,and sustainable development of rail transit,Build a"station city integration"modern community and high-level construction of"Wuxi on the track".In this context,Wuxi Metro Group Co.,Ltd.is conducting an international proposal solicitation for TOD integrated urban design for the Gonghu Wetland Park Depot of Wuxi Metro Line 6.

无锡地铁6号线为无锡轨道交通线网中西南-东北向的线路，自南向北贯穿太湖新城核心及老城核心，覆盖无锡的主要客流走廊，是无锡轨道交通线网中的骨干线。6号线起于贡湖湿地公园站，终点为广源路站，全长24.21km，为全地下线。共设18座车站，均为地下车站。新建贡湖湿地公园车辆段，选址位于无锡市经开区，位于南湖大道东侧，用地东西长约1070m，南北宽约210~260m，占地面积26.98公顷，用地规划为商住混合用地、教育用地和商业用地。本次征集的设计范围分为三个层次，范围与设计深度要求如下：片区城市发展战略及产业策略、区域总体规划研究、城市设计，详见方案征集设计任务书。
Wuxi Metro Line 6 is a southwest northeast line in the rail transit network of Wuxi.It runs through the core of the Taihu Lake New City and the core of the old city from south to north,covering the main passenger flow corridors of Wuxi,and is the backbone line in the rail transit network of Wuxi.Line 6 starts from Gonghu Wetland Park Station and ends at Guangyuan Road Station,with a total length of 24.21km.It is an underground line.There are a total of 18 stations,all of which are underground stations.The newly built Gonghu Wetland Park Depot is located in the Economic Development Zone of Wuxi City,on the east side of Nanhu Avenue.The land is approximately 1070m long from east to west and 210-260m wide from north to south,covering an area of 26.98 hectares.The land is planned for mixed use of commercial and residential land,education land,and commercial land.The design scope of this solicitation is divided into three levels,and the requirements for scope and depth of design are as follows:urban development strategy and industrial strategy of the area,regional overall planning research,and urban design.

3.1
申请人须具有独立承担民事责任的能力，不接受自然人参与应征。
An Applicant must have the ability to bear civil liability independently,and the participation of natural person is not accepted.
3.2
申请人须具有承担本次征集内容相应的资格及能力：
An Applicant must have the experience and ability to engage in services.
3.2.1
申请人为境内机构的，须具备相关行政主管部门认定的城乡规划编制单位甲级资质或核准的建筑行业建筑工程专业设计甲级资质或其以上资质。
Domestic Applicant must have class A qualification of urban and rural planning or Grade A qualification for design of construction engineering in the construction industry affirmed by the Ministry of Natural Resources of the People's Republic of China.
3.2.2
申请人为境外机构的，须在其所在国家或地区合法注册，具有相应设计许可。
Overseas Applicant must be legally registered in the country or region where it is located and have the corresponding design permit.
3.2.3
港、澳、台机构按第3.2.2条要求执行。
Applicants from Hong Kong,Macao or Taiwan shall comply with the requirement of Article 3.2.2.
3.2.4
境外机构在境内已注册子公司，并以子公司名义参与应征，该子公司按第3.2.2条要求执行，须提供其与境外机构的关系证明。
Overseas Applicants who participate in the name of its subsidiary registered in China shall comply with the requirement of Article 3.2.2.
3.3
申请人（如为联合体，指联合体任意一方）具有至少一项轨道交通车辆段上盖开发项目或TOD综合开发项目城市设计业绩（需提供项目业绩证明材料：合同协议书关键页）。
The applicant(in case of Consortium,referring to any party of the consortium)has at least one urban design of the rail transit vehicle depot cover development project or TOD comprehensive development project(project proof materials:key pages of the contract must be provided).
3.4
本项目接受联合体，联合体成员数量不得超过3家。联合体每位成员皆需满足本通知第3.1-3.2条的要求；申请人如为联合体，联合体任意一方需满足本通知第3.3条的要求。联合体的组成以提交的资格预审《申请文件》为准。联合体各方不得再以自己名义单独参与本次征集活动，也不得同时加入参与本次征集活动的其他联合体，否则，相关《申请文件》均被否决。
The Consortium is accepted in this Project.All member of the Consortium shall satisfy the qualification requirements of Article 3.1-3.2.Either party of the Consortium shall satisfy the qualification requirements of Article 3.3.Any member of the Consortium shall neither individually participate in the prequalification on its own,nor concurrently participate as a member of another Consortium.The number of Consortium members shall not exceed three.

4.1
凡有意参加本次方案征集活动的潜在申请人，请于2023年4月17日09:00时至2023年4月24日16:00时（北京时间，下同），在上海国际招标有限公司网站（www.shabidding.com，下同）注册并在线领取《资格预审文件》。
All potential Applicants who are interested in participating in this Project can register and download the Prequalification Document through SITC Website(www.shabidding.com)from 9:00 April 17th,2023 to 16:00 April 24th,2023(Beijing Time,same hereinafter).
4.2
首次注册的申请人需要登录上海国际招标有限公司网站，进行供应商注册，获取登录名和密码后，方可下载《资格预审文件》。已注册的申请人可从网站采购通知栏的相应通知中进入在线领取《资格预审文件》流程。征集代理不接受没有在上海国际招标有限公司网站上注册和没有《资格预审文件》下载记录的申请人提交的《申请文件》。如申请人为联合体，则联合体中任一成员进行注册并有《资格预审文件》下载记录即可。《资格预审文件》的获取阶段，无需明确联合体组成。联合体组成以提交的资格预审《申请文件》为准。但需要注意的是，联合体各方不得再以自己名义单独参与本次征集活动，也不得同时加入参与本次征集活动的其他联合体，否则，相关《申请文件》均被否决。
Applicants who have never registered before shall create a Bidder Account on SITC Website firstly,and then download the Prequalification Document via the account.Registered Applicants can find and download the Prequalification Document by clicking the corresponding announcement on the purchase bulletin board of SITC Website.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.The Consortium application document shall be acceptable if any one of the members of the Consortium has registered and has download record of the prequalification document.
4.3
申请人成功领取《资格预审文件》并不意味着其资格条件符合要求。申请人是否符合本通知第3条“合格申请人资格条件”由资格预审评审委员会判定。
An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the evaluation committee.

5.1
资格预审《申请文件》应以电子文件和纸质文件的形式提交。提交截止时间为2023年5月5日09:30时，提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《申请文件》外，未在截止时间前上传或以其他形式提交的《申请文件》一律不被受理。
The Application Document shall be submitted in both Electronic Documents and Paper Documents.The submission deadline of Application Document is 9:30 May 5th,2023.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.
5.2
电子文件包括全套正本《申请文件》的PDF扫描件和PPT文件。申请人应在上海国际招标有限公司网站本项目的领购页面下，点击“投标文件”按钮后上传资格预审《申请文件》的电子文件（请注意不要对压缩文件进行加密）。
The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file.)
5.3
申请人应将纸质《申请文件》2套（正本1套、副本1套），以专人送达或邮寄形式提交至上海市延安西路358号美丽园大厦14楼，收件人：陈簇睿
